- Properly initialize the Port Message header in NTDLL's Csr Routines and Win32k's as well.
- It is now possible to boot into GUI and use the Command Line/Console (heavy LPC user) in NTLPC mode. - NTLPC is still disabled in trunk however, because there are still bugs and missing functionality. svn path=/trunk/; revision=24681
