[BOOT] Don't create CSIDL_ADMINTOOLS folder in initial (#6551)

We shouldn't create an empty CSIDL_ADMINTOOLS folder at initial status.
JIRA issue: CORE-12328
- Modify boot/boot_images.cmake.
