[ADVAPI32/LSASRV]

- Prepare LsapValidateDbHandle for access checks.
- Move the functionality of LsaQueryInformationPolicy (advapi32.dll) into the new function LsarQueryInformationPolicy (lsasrv.dll).
- Remove dead code from advapi32.dll.
