[MSCTF] Make input processor profiles C++ (#8232)

Implementing missing features...
JIRA issue: CORE-19361
- Delete inputprocessor.c and add
  inputprocessor.cpp.
- Make ITfInputProcessorProfiles
  implementation C++.
