[GDI32][NTGDI][SDK] ExtTextOut: Fix some type problems (#7856)

JIRA issue: CORE-19898
- Modify NtGdiExtTextOutW prototype.
- Add const to some paramters.
- Make Count parameter unsigned.
- Delete needless type casts.
