[POWRPROF] Sync Powrprof to WINE-10.0 - Add some functions too (#7681)
Co-authored-by: Hermès BÉLUSCA - MAÏTO <hermes.belusca-maito@reactos.org> "Sync" to WINE-10.0, plus add some functions we need. Required for various apps going forward.
