[SHELL32] Implement shell change notification (#2432)

- Rewrite SHChangeNotify, SHChangeNotifyRegister, SHChangeNotify_Lock, SHChangeNotify_Unlock and SHChangeNotifyDeregister functions.
- Fix SHSimpleIDListFromPathA/W functions.
