[KERNEL32_APITEST] More power to ConsoleCP testcase (#2187)

Strengthen kernel32_apitest ConsoleCP testcase for COMMON_LVB_LEADING_BYTE and COMMON_LVB_TRAILING_BYTE attributes. CORE-12451
